What is Special Education?

In New York State, special education programs and services are defined by the New York State Education Department (NYSED) as follows:

 

Special Education Programs and Services

Special education programs and services are designed to meet the unique needs of students with disabilities who require additional support to benefit from their educational experience. According to NYSED, special education services encompass a range of supports and interventions tailored to assist students in accessing and progressing in the general education curriculum.

Key aspects of special education programs and services include:

  • Individualized Education Program (IEP): An IEP is a legally binding document developed for each student with a disability, outlining their specific educational needs, goals, and the special education services required to meet those needs.
  • Least Restrictive Environment (LRE): Special education services must be provided in the least restrictive environment possible, meaning students should be educated with their non-disabled peers to the greatest extent appropriate.
  • Specially Designed Instruction: This includes tailored teaching methods and strategies that address the individual needs of students with disabilities, ensuring they can access the general education curriculum effectively.
  • Related Services: These may include additional support, such as speech-language therapy, occupational therapy, physical therapy, counseling, and transportation services, as required to support the student’s educational goals.
  • Assessment and Evaluation: Ongoing assessments and evaluations are conducted to determine the effectiveness of special education services, adjust the IEP as necessary, and ensure that the student's needs are being met.
  • Parent and Family Involvement: Parents and guardians play a crucial role in the special education process, including participating in developing and reviewing the IEP and supporting their child's educational progress.

Special education services aim to provide a free and appropriate public education (FAPE) that meets the individual needs of students with disabilities, promoting their academic success and overall well-being.

 

 

Continuum of Services

Victor Central Schools provides a continuum of special education programs and services to meet the diverse needs of students with disabilities.  The district is committed to educating our students in the least restrictive environment, which means, to the greatest extent possible, when feasible, students with disabilities will be educated with their non-disabled peers.

The Committee on Special Education (CSE) is responsible for arranging for the evaluation of any student suspected of having a disability who meets the age eligibility requirements and is a school district resident.
