RESOLVED, that the Board of Education of the Victor Central School District be authorized and directed to utilize Capital Reserve Funds to purchase one parcel of land located at 200 South High Street, described as: the Premises is 0.87 acres of real property in a triangular shape abutting the southwestern border of the District’s campus and has 215.68 ¨+ feet of linear frontage on the east side of South High Street, with a depth of 172.56 + linear feet for a purchase price of $425,000.00, from the Young Men’s Christian Association of Greater Rochester. The property will be utilized by the District as an auxiliary building.

Background Information

• VCS administrators and Board of Education members toured 200 South High Street. 
• The Board of Education approved Superintendent Terranova and VCS Assistant Superintendent for Business, Derek Vallese, to submit an offer on the building.

• Pyramid Brokerage accepted the VCS purchase offer of $425,000 for 200 South High Street on behalf of the YMCA.
• This offer is contingent on approval by VCS community members.

• The Board of Education approved the purchase proposition that will be voted on in October.

• The community will vote on the purchase of 200 South High Street on Friday, October 7th from 12:00 pm until 8:00 pm in the Victor Primary School gymnasium.

Why Should VCS Purchase 200 South High Street?

• VCS is running out of space and its population has strong potential to grow.
• VCS needs space for a variety of critical experiences, from educating students who are unable to attend regular school for extended periods of time, to professional development needs. 
• The new building would open space for more classrooms in existing school buildings.
• 200 South High Street is a natural extension of the VCS campus.
• The purchase would effectively close off the campus at the south entrance, positively impacting the safety and security of our students and staff.
• The purchase of an existing building is less expensive than building a new facility.
• The purchase price of $425,000 would come out of the Capital Reserve, meaning no impact on future taxes.
• Building renovations would be included in the next capital project which would require a separate vote in the summer of 2023. (We will continue to fund the capital reserve so all renovations along with the next capital project will have no impact on future taxes.)
   

The anticipated budget for renovations would be between 1.2 and 2.0 million dollars. There are specific laws and regulations governed by NY State that require certain building standards in order for a building to house students. This, along with the cost of materials and labor is why we are anticipating this cost. The renovations would require a second vote, which would most likely be a part of our next Capital Project, currently in the planning stages. The payment for the renovations cost would come out of our Capital Reserve Funds, which will have enough money to pay for this cost as well as other Capital renovations that are needed so that we will not have to borrow any money to pay for the next project. Therefore, the cost of the purchase and the renovations for 200 S High Street will not impact future taxes.
